Today's failure shows that Dayton solutions can block the European progress of BiH

Yesterday and today in Sarajevo, the first meeting of the Joint Parliamentary Committee for Stabilization and Association with the EU and BIH (SAPC) was held, which is presided by the head of the delegation of the European Parliament for Relations with BiH Tonino Picula. Unfortunately, neither recommendations, nor declarations, nor rules of procedure were adopted due to resistance of the part of the representatives of BiH, who insisted that decisions are made by qualified majority.

Along with Mr Picula, Mr Lovrinović as Chairman of the Joint Committee for European integration of the BiH Parliamentary Assembly co-chaired the meeting. It was the first meeting after the Stabilisation and Association Agreement (SAA) entered into force, where there supposed to be adopted the Declaration and Recommendations as well as the rules of procedure. Unfortunately, they were not adopted due to resistance of the part of the representatives of Bosnia and Herzegovina who insisted that decisions are made by a qualified majority.

"It would be unacceptable precedent. However, we suggested the Bosnian Herzegovinian side to organize internally joint voting, asserting on topics wherever it wants. Unfortunately, the compromise I offered was rejected, although it was not only supported from colleagues from the European Parliament, but also from the part of the BiH delegation. A direct consequence of the rejection is that we are not able to access the work on common recommendations. We're going to have to continue seeking a common solution for the foirst next time, but it cannot be before June 2016." concluded MEP Picula after the meeting.

The goal of this meeting in Sarajevo was the establishment of the new joint parliamentary Committee-two weeks prior to the first meeting of the Council for stabilisation and Association. In addition, Presidency of BiH announced recently handing over the candidacy for the country's membership in the EU.

"A new approach to the EU, Bosnia and Herzegovina, and the entry into force of the SAA were gestures of encouragement and a sort of credit for the European future of the country. This failure leaves the dilemmas are there possible positive changes in relations within today's BiH, as a precondition for the adoption of European standards in many areas. "

MEP Picula met in Sarajevo with the Chairman of the Council of Ministers of Bosnia and Herzegovina, Dennis Zvizdić, Minister and Deputy Chairman of the Council of Ministers, Vjekoslav Bevanda as well as with the Minister of Foreign Affairs Igor Crnadak.
