MEP Picula is well aware of the situation in Montenegro, as well as the relations of the EU institutions to enlargement policy. What is encouraging and what needs to be shared with the Montenegrin public is that the new European Commission has elected the High Representative for the Common European Security Policy, a man who made it very clear during the hearing in the European Parliament that the Western Balkans cannot stay out when they plan future European foreign policy.
